Primary school teachers will receive an 88 percent raise, while secondary school teachers will receive a 40 percent raise, beginning in August 2022.

The development is one of the incentives aimed at enhancing the livelihoods of teachers.
On Monday, August 1, Prime Minister Edouard Ngirente revealed the development while speaking to both houses of parliament about the state of the education sector.
According to Ngirente, primary teachers would earn up to an 88 percent wage increase, while secondary school teachers will receive a 40 percent pay increase.
The change comes at a time when a newly hired A2 certified teacher (primarily in elementary) earns a net beginning pay of Rwf50,849, which is projected to rise to Rwf95,596.
While a teacher’s salary hired and paid on the basis of an A1 diploma will grow by 40% of the net beginning salary of Rwf54,916, the compensation will rise to Rwf76882.
The wage for a teacher hired and paid on the basis of an A0 degree is also slated to rise by 40%, from Rwf70,195 to Rwf98273.
“We also haven’t forgotten about the remuneration for Head Teachers, Deputy Head Teachers, and support personnel in public and government-aided schools, which have been amended upwards,” Ngirente stated.
According to the Premier, despite the government boosting teachers’ pay by 10% since March 2019, over 1000 instructors quit their profession each month in quest of better living conditions.
He pointed out that filling the gap every three months costs the government at least Rwf300 million, totaling Rwf1.2 billion each year.
“The cost is high; if over 12,000 instructors are lost each year, and recruiting processes are delayed, there will be a vacuum in imparting these teachings to children.”
Ngirente stated that the administration has already established a digital way of teacher recruitment to reduce delays.
The wage increase is part of a package that will include incentives to boost teachers’ welfare and promote the quality of teaching at public and government-aided schools for general education and TVET.
“Also, Rwf5 billion has been allocated to Umwarimu Sacco in order to boost liquidity circumstances and teachers’ access to money,” he said.
The Premier also spoke about encouraging more people to enter the teaching profession in order to improve educational quality.
